If you enter a folder on drive D:\ as the user's home directory I believe the system will replicate the home directories on the D:\ drive.

I suspect that what is happening is that defrag is not trying to make space available for repartitioning but simply to eliminate fragmented files by re-arranging the data, while Partition Manager is freeing up space at the end of the partition for deletion. The defrag program has no need to move unfragmented files
